The creative commons licenses are the world wide leading project for 
licensing open content e.g. images, graphics, texts, publicatioons, 
websites, sounds, music...

The usage of XMP for embedding Creative Commons Licences in machine 
readable form into variuos file formats is described here:
http://wiki.creativecommons.org/XMP

If a group of people wants to work on open color palettes with a 
spectral master version, which can be converted to different palette / 
swatch formats, we need to integrate a licence into the master colorpalette.

Max:
Could you explain, why the ICC is developing a spectral based named 
color profile format ? In my eyes, CxF3 and the coming ISO 17972 provide 
the necessary informations.
