Yes, that's expected. The driver need to accelerate glCopyTexSubImage2D
for blur plugin to be usable.

Framebuffer object support itself isn't going to help but a driver that
supports framebuffer objects is also very likely to accelerate
glCopyTexSubImage2D so switching to such a driver might very well help.
