A process which is not multi-threaded can only be runnable on one processor
at a time. Therefore, given a mix of simple processes (not threaded) and
threaded processes running on only one processor: the above example shows,
as one possibility, processor 0 running a simple process for the previous
load interval while processor 1 ran a simple process 60% of that time and a
multi-threaded process 40% of the time.
