There are not per processor run queues at present.

This means that processes are in three states:

1)	Suspended (not on the run queue, not associated with
	a particular CPU)
2)	Runnable, but not running (on the run queue, not
	associated with a particular CPU)
3)	Running (on a particular CPU)

In other words, the question you are really asking is "how
do I obtain CPU affinity information?", and the answer is
"there is no CPU affinity, and therefore no CPU affinity
information to obtain".
