up needed python version for security/py-sequioa to 3.6+

The python bindings for sequoia are not compatible to python 2.7. and fail
building (been getting mails from pkg-fallout).

I couldn't get a proper statement from the devs as to what the minimum needed
version for python3 is and currently don't have a poudriere to test building
for different versions, much less actually testing if the built packages would
work properly.

Thus I just added 3.6+ as the required version to "uses=python" as 3.6 is
definitely supported and the current default version and as such should cover
most users.
