Duh...

Well, I did wade through TCP/IP Illustrated and found out that not only
was the fragment discard behavior that I noticed mentioned in the book,
it's the expected behavior.

*sound of Bill smacking himself repeatedly with the Stick of Clue (tm)*

If anyone wants me, I'll just be over here feeling really stupid.
