Of course it should complain if there are two groups with the same name - 
the mapping between names and IDs should be one to one.

And you don't want it to stay that way? It does sometimes have some 
plusses...

Why do you want to keep the users in only one group anyways? How about
spliting them between several groups (users1, users2, ...)?
