if_nameindex library workaround with Makefile

Here the library to compile and use as LD_PRELOAD injection, see README inside
the tar.
Xplane11 do not complaint anymore and now ask for the license key.
The package comes with a small unit test program.

!!! plz compile under your Linux distro of course !!!
