	pwd_mkdb trashes spwd.db when the root partition is full.
	this is not acceptable behaviour, it should fail gracefully.

>How-To-Repeat:

	(almost) fill the root partition and add a user.

	a) don't do that
	b) move the old database files out of the way and move them back
	   if we fail.
