Maurizio,

It's rather an OpenAM agent problem than an OpenIG related problem.
Anyway, some tips:

- can you provide the agent configuration, or at least the configuration 
part related to the not enforced URLs ?
- what's the URI you'd like to be unprotected ?
- Have you tried to increase the agent debug log level, it will help you 
understand why the agent considers your URI
   is out of the not enforced resources
