There was a reported issue on Windows with the OrienDB connection string
which was fixed in revision 490.

So if you're on a previous revision you can update/download the latest
version. Or with the older download you can use the work-around in this
(openidm users mailinglist) thread to explicitly define the connection
string:

When you start then your services should be active, except for the
repository that you're not using (by default that would be jdbc repository
as unsatisfied which would be expected) and currently the email
connectivity.

If you see that the "starter" is unsatisfied that is a good indication that
there is a bootstrapping issue.
