Is there any option I can use to always use the space-after value.

 

For example, if you are in a line having some text and then specify
<fo:block space-after="0em"/>, it takes you to the next line. But if there
is no text in that line (empty line), it does not take you to the next line
but stays at the current line. I would like the 'space-after' to take the
value as given and provide me a new line whenever I specify it.
