Yes, you are right. I originally had empty an fo:table-row element in the second row \
(to represent the cell covered by the rowspan), but FO validation doesn't accept \
empty fo:table-row elements. That's why I added a fo:table-cell to the second row. \
However, as you say, then I have two columns instead of one. So it seems FO just \
doesn't support what I'm trying to do. Not FOP's bug then. Thanks for the \
clarification!
