External links to pdf-files on ftp-servers seem to lead to different output in fop \
pdf rendering as links to http servers. The result is that links to pdf-files on ftp \
are not clickable in pdf reading programs.

Sample xml:
<URL>"ftp://ftp.xmlgraphics.apache.org/filename.pdf"</URL>

The pdf created from this with fop, however, creates a link in the pdf that is not \
clickable.

This bug seams to be similar as issue FOP-1786 (External issue ID: 48952) that \
describes a similar problem with https-links.
