You could do the following:
Download DumpSec from Somarsoft:

DumpSec can be used to Dump text files containing user
information, permissions, registry permissions etc.
You can write a batch file which runs DumpSec once a
week, dumps the a list of User's PasswordCreation Date
as one of the parameters, import the dump into a
database via an import script, check to see how long
it's been since they created their password. Then,
subtract this amount from a fixed variable
representing your password expiration timeframe, and
send automated emails from the database (MS Access
works great for this) to all users whose passwords are
within x days of expiring.
