If checks every minute for the next METAR station and reloads immediately
if the station has changed. If the station has not changed, it reloads every
15 minutes anyway.

Sort of, as described above. But note, that the METAR data sets may
already be one or two hours old at our source (http://www.noaa.gov/).
In some rare cases, METAR reports haven't been updated for *years*.
Probably, since the concerned stations ceased to report/exist.
There's no constant lag. And there's no interpolation yet. Weather
changes are often a bit abrupt.  ;-)
