Thats not true. Yes, Ubuntu is based on Debian and they use deb-
packages (which was developed by Debian), but they have his own
repository and build his own packages.
Debian is currently in Version 11 (Bullseye) and
deliver FlightGear 2020.3.6.

I had now a look at https://manpages.ubuntu.com/ and Ubuntu have the
same version.
18.04 LTS - 2018.1.1
20.04 LTS - 2019.1.1
21.04 - 2020.3.6
21.10 - 2020.3.6
22.04 LTS - 2020.3.6
Even more it looks as if the same team maintain it in Debian and Ubuntu
(but i'm not sure).

I think James has a old Ubuntu version installed (maybe 20.04 LTS).
