It calculates the tile-index and then uses the respective stg-file
content. stg-files are taken from PATH_TO_SCENERY (terrasync) as well
as PATH_TO_SCENERY_OPT (e.g. for Project3000).

I am not sure what "elsewhere in the scenery path" means. What should
checked additionally?
