Actually, I answered my own question by looking at hotbar's site.. :)
Hotbar terms of use:
"HOTBAR COLLECTS AND STORES INFORMATION ABOUT THE WEB PAGES YOU VIEW AND THE DATA YOU \
ENTER IN SEARCH ENGINE SEARCH FIELDS WHILE USING THE SOFTWARE. HOTBAR USES THIS \

WHICH ADS TO SHOW YOUR BROWSER"

You should (obviously) also make sure users remove the actual hotbar toolbar from
within Internet Explorer though, otherwise you'll have all kinds of browser troubles
when hotbar can't dial home to get its updates.. (does that each time you open
the browser window..) (note: yahoo toolbar has similar functionality.. calls home
all day long..)
Personally, I thought hotbar was a cool thing -- but that's a different issue \
altogether;
if you've decided to block it, you need to watch for the other hostnames the client
connects to.. :)
