The texlive2023 update is here:
https://github.com/fink/fink-distributions/pull/1019

It fails some tests, however, which is why it hasn't gone live for Fink. 
I don't know anything really about texlive and how/why those tests fail 
(besides the obvious character mismatch) or how to fix them.
