Manually download the file

http://distfiles.master.finkmirrors.net/distfiles/curl-7.86.0.tar.xz

with your browser, then save it to /sw/src (or src where ever your Fink 
root is). Fink will then be able to see it. If getting curl requires 
other source files, repeat the download.
