At least the immediate reason for this is now clear: The files 
/sw/include/iconv.h are different on the two machines, although they 
both come from the same package libiconv-dev-1.11-11.

So it is indeed a problem with Fink's libiconv-dev package. It builds 
differently depending on whether a previously installed version of 
itself is present. If the previous version has 'const char**' then the 
new version will have this, too, otherwise it will not have 'const'.

This is not good.
