To get Tiger's XCode, you don't "customize" your Tiger install,  
rather, after installing Tiger you go back to the Tiger DVD and  
double-click on XCode.

The XCode 1.2 on Apple's site is definitely *not* for Tiger.  I  
suspect that you should attempt to uninstall that one before you  
install the correct one.  There should be a script with a name  
something like
   /Developer/Tools/uninstall-devtools.pl
which you can run to uninstall the bad one.

The version of XCode on the Tiger DVD provides gcc 4.0 among other  
things.
