We can't say what alternative solutions might be available without 
seeing the output of e.g. an attempt to apt-get something.  "Not 
functioning" can occur for a number of different reasons, and therefore 
require different means to rectify them.

My recollection, though, is that for 10.4 -> 10.5, one just needed to 
run "fink reinstall fink" to be set up properly, provided that you 
weren't on the ancient 10.4-transitional tree.
