Kicking this back to the list as well, as we're not dealing with a
package for which I'm the maintainer, and therefore carry any particular
responsibility for. 

apt is installed, but is not the latest revision (which is 1057).

Some mailer (I'm not sure on whose end) decided to make the argument to
"dpkg -i" a hyperlink.  You should just feed "dpkg -i" the full path to
the downloaded file.  "man dpkg" has more information here.
