But these files don't have resource forks! I asked about "/" 
specifically, because on my machine here, this directory does have 
extended attributes (though no resource fork). Even the craziest tar I 
have seen does not duplicate files without a resource fork or extended 
attributes.

Other observation, if you are on an nfs file system, resource forks are 
always stored as ._* files, without tar needing to interfere. Any tar, 
with or without copyfile, will then copy these (really existing) ._* 
files. But this still doesn't explain where these resource forks should 
come from.
