There seems to be two parameters that may be set from a voice .scm file 
that is provided to festival e.g
(samplerate 22050) in mwm5_diphone.scm, or
(samp_freq 16000) in mwm_diphone.scm.

I have found that (at least on my two festival compilations) that 
changing the value in these voices (the only two I have tried this on) 
has no effect. Further, I have been unable to track down where in the 
program they are read and used (if at all!).
My compilations were built in Visual C++, using projects I manually 
built (and numerous changes to code to bring it into line with both 
accepted standards and Microsoft's compiler). They also include my 
extended Flinger module. One is based on festival & speech tools 1.42, 
the other 1.96.
Any views on this, anyone?
