At present festival has no support for the Microsoft Speech API,
I agree it would be useful for some people if there was support but
we haven't done that yet mainly because we don't use Microsoft
platforms very often.   

If someone out there does use a Microsoft platform and is willing to add
MSAPI support we'd be willing to help in anyway we can.
