If I understood correctly you already have mbrola voice for language
different than English and want to use it in festival and you don't know
how to create a language file. Is it right?

You need to create the phoneset description file, the duration file and
everything else like tokenizer and phrasing module. Festvox
documentation covers it in details. You can get templates from
festvox/src/vox_files/general for example.

Start with a simple task, create a phoneset description.
