I believe I have fixed the problem. We were using
(voice_cmu_us_rms_arctic_clunits). I did some testing with other voices,
and noticed some of the names were pronounced much clearer with
(voice_nitech_us_rms_arctic_hts) on the test server. I changed to this on
the production server and tested several of the names we were having a
problem with. They all seem to work now.

I tried but failed to reproduce your problem. What exact festival
version are you using? What voice? Can you try from console:
