For what its worth, Livna already has spec-files for Mono and Gtk-Sharp:
Mono - http://bugzilla.livna.org/show_bug.cgi?id=330
Gtk-Sharp - http://bugzilla.livna.org/show_bug.cgi?id=408
Although the gtk-sharp.spec file seems to be unaccesible at the moment.
