Yeah.  Clarifying the position of Fedora Extras is a clear goal.

I'd like to be able to say:

Any distribution of FC + any strict subset of Extras == official Fedora

Any distribution of FC + other stuff (maybe + signed agreement, depending) 
== based on Fedora
