I asked their g-suite support about that.  They sent me
the same link.

They told me for g-suite users. less sure apps it is
going away.

For  regular users, they "equivocated".  I could not pin
them down on the Chat session, so I gave up. So they have
something going on they don't want to talk about for
regular users.

I do know they have been sending out "security checkup"
eMails that trick users into turning off Less Secure Apps.
I have to turn them back on and tell the user to ignore
that eMail.
