Either become a maintainer and fix system-config-users find another GUI
tool.

For decades I have been using simple scripts calling commnd-line tools
(e.g., useradd on Fedora 31)
with arguments customized for the user id's, groups, etc. defined for a
particular site.   This has worked
for me on Sun, SGI, NeXT, RHEL, Debian, Gentoo, Fedora, Ubunto, Mint, and
others.
