Well ... because nobody has submitted any proposal of documenting this
to the Packaging Guidelines?

I put it on my TODO list to write up rpmautospec documentation for the
Packaging Guidelines a while ago ... but TODO list keeps growing and
less important things keep getting pushed to the bottom of the list.
