Before xmas, when the deadline for system-wide changes came near,
I flipped this change proposal to the ChangePageReadyForWrangler category,
and thereby send it to neverneverland, since the correct category is
ChangeReadyForWrangler :(

I've corrected that today, and I would like to ask that this feature could
maybe still be considered, even though it is late by now.

The reasons are:

- While this is flagged as a system-wide change, really the only
system-widge
   aspect here is policy (there are no releng or other coordination needs)

- This is not a new feature, it has been discussed before, so the discussion
  will hopefully be short and can focus on the changes we made to address
  the concerns from last time.

- It was submitted in time and only missed the deadline due to process
gotchas.
