I've complained about this and logged a defect against FDO internally. The only way \
to prevent this is to put the files into a read only folder.

As far as I know the spatial index is rebuilt when it is found corrupted.
Do you have any data I can try?

By default, the SHP provider rebuilds the spatial index when a connection is made. \
Is there a way to disable this behaviour? This would be useful for data which does \
not change.
