Ah, thank you Jamey.

But when I run upgrade it doesn't note that it looks at any Packages /etc/ipkg.conf \
as its going.  Only in /etc/ipkg.  My theory was that since no Fam base upgrade in \
opie.conf, and no base.conf file, it wasn't able to update Fam, and so of course \
failed on Opie.  So I made a base.conf.  Didn't help.  Deleted it and added the base \
feed to opie.conf.  Didn't help.

I will remove all from /etc/ipkg/* and try it.
