Anthony,
this command is like adding a new line to the actionban Definition of
the action conf file. If you wanted to add a line to write to a file
when ever an ip gets unbanned then you would use that command. I have
not tried this out but it should work to empty a single jail. You can
set the ban time for that jail to 1 second, any ip in that jail for more
than a second will get unbanned. Try this command and see if it empty's
a jail fail2ban-client set <jail> 1.
