That is utterly weird. Please try running the daemon with full debugging 
turned on (-d11 in order to get DNS lookup information), that is

exim -bd -d11

and run a telnet that fails, and then send me the output. I might be 
able to see what the problem is. I guess you should send me your 
configuration file as well.
