Sending messages with a limited number of recipients:
- max_rcpt option on smtp transport.

Getting a delay of a second between them?  Hard.
Don't try unless you really really need to.


Mind, no reasonable remote server should run into
trouble with such.  At worst the should temp-reject
any recipients offered after their limit is reached,
upon which splitting has been done automatically.
We will try the remainder later.
