Perhaps I should rephrase that. It's easy to be misinterpreted through 
written communications. That's especially true if you're either new to a 
list, or English isn't your first language.

If you prioritise rule 1, even when someone has apparently transgressed 
rules 2 or 3, then flame wars don't break out. If list members think rule 1 
is optional, then things can easily spiral out of control, and newcomers 
will tend to feel unwelcome.
