Hi,
the github.com is only a mirror, the main sources reside in the GNOME
infrastructure, namely here:
https://git.gnome.org/browse/evolution-activesync

It is supposed to, but when I tried it failed to build.
I filled a bug for it:
https://bugzilla.gnome.org/show_bug.cgi?id=765198
and attached there a patch, thus if you patch the sources and build,
then you can use it. See the bug for a bit more details on how I built
it (it requires extra ./configure argument). Even the bug mentions
evolution 3.20, I believe a similar situation (and the same patch) will
help with the evolution 3.18.
By the way, I do not know where you are connecting to, but if it's an
Exchange server, then you can use evolution-ews, which is in a bit
better shape than the evolution-activesync; I think. The evolution-ews
might be also packages for your distribution, because it's available
longer than the activesync plugin.
