Hi,
I tried to reproduce this with a version which will be 3.8.4, and it
works fine for me, I can move local folder as I wish, by drag & drop.
The bug backtrace doesn't show much, only the below, with none debug
information:

As you can reproduce this, could you try to get the backtrace with debug
symbols, and possibly try a valgrind, whether it'll show anything,
please? You can run evolution under valgrind with a command like this:
$ G_SLICE=always-malloc valgrind --num-callers=50 evolution --offline &>log.txt
Where the --offline is used for quicker start, because evolution is
quite slow under valgrind, due to all the memory checking.
