Yes.  The canonical method is to add (or comment out) these in
your .gnupg/gpg.conf :

keyserver hkp://subkeys.pgp.net
keyserver-options auto-key-retrieve

The actual keyserver URI may be different.  There are others,
choose the one you prefer.
