This is all doable in userspace with DM. All you need is a more complete set
of RAID personalities for DM.

OCE :
doable by concat'ing new raid segment to the given target. You can even mix
raid personalities on different segments of a target.

RAID lvl migration :
allocate new segment with the dest personality by chunk, and miror to source
chunk on the dest chunk. When in sync move to the next chunk. This is close
to what pvmove does.

Mixed drice capacity :
naturaly given with the DM design, as allocation is segment based

Distributed Hot Spare :
Just a new policy to implement in the segment allocators to reserve a
segment per disk for sparing.

This all can be done in EVMS or in LVM2, though you won't have the speed
gains of your approach.
