I just dropped code to CVS that moves the Default Region Manager from being
built as a separate plug-in to being a plug-in that is built into the
Engine.  Since the Engine cannot function without the Default Region
Manger, it made sense to build it into the Engine so that there is no risk
of not having it loaded.

This move may cause some minor headaches.

Make sure you get a fully updated CVS tree so that you get the updates to
aclocal.m4, the new files in engine/Engine, and the removal of the
engine/Plugins/defregmgr files.  A delete of your engine tree followed by a
CVS checkout, autoconf, and ./configure will accomplish this.  You may be
able to get away with a CVS update to your existing tree and running
autoconf and ./configure.

Make sure you delete the libdefregmgr.0.1.x.so from your installation
directory (default is /usr/local/lib/evms/).  If you leave an old external
default region manager around, the Engine will try to load it and will
complain that the built-in default region manager conflicts with the
external one that was loaded and the OpenEVMSEngine() call will fail.
