I guess you need to checkout the whole PROTO directory first.
   svn co svn+ssh://caro@svn.enlightenment.org/var/svn/e/trunk/PROTO/ e17/proto/

Then proto/ would be under svn control. Then (if you have eps in
/proto):
   cd e17/proto/
   svn add eps
   svn ci

I think that would work.
