I am not sure, but even GPLv3's clause to offer a downloadable copy of
code would only apply to changes to Drupal core (or contributed modules)
and not modules you wrote yourself.

However, a change away from GPLv2 seems extremly unlikely considering
the amount of people who'd need to agree.
