 No, they are not.  At least not strictly speaking.  Think about it...
 what do you see if the gear rotates with, say, 850 Hz but your monitor
 can display only 85 Hz?  In 1/85 s it has completed 1/85 * 850 = 10
 revolutions.  In this case you'd say the gear is standing still.  More
 interesting is what happens when it rotates at 840 Hz...  in terms of
 frames per second, and because of the way "gears" is written, the gears
 are rotating one at 2*FPS and two at -4*FPS (more or less).

 Another interesting thing is what happens when your monitor displays 85
 Hz but your application is changing the image at, say, 71 Hz...  (these
 two things are incidentally the reason why those Quake "benchmarks" are
 misleading)
